Kindergarten & Pre-K Registration February 14, 2008 - Registration for Frederick County Public Schools' fall 2008 kindergarten and pre-kindergarten classes is Tuesday, March 4 from 1-4 p.m. and Wednesday, March 5 from 5-8 p.m. at local elementary schools. Registration will continue on school days from 9 a.m.-3:30 p.m. Early registration is encouraged so schools have time to predict accurate class sizes and hire adequate staff.
To enter kindergarten in fall 2008, a child must observe the fifth birthday on or before September 1, 2008. Those registering a child will need the child's immunization record, proof of date of birth and proof of residency. All kindergarten classes at public elementary schools in Frederick County are full-day programs, generally 9 a.m.-3 p.m. weekdays.
To enter pre-kindergarten in fall 2008, a child must observe the fourth birthday on or before September 1, 2008. Students are selected based on criteria such as eligibility for free or reduced-price meals or factors that increase a child's risk of not being successful in school. Proof of eligibility is required.
For pre-k registration, in addition to bringing the child's immunization record, proof of date of birth and proof of residency, also bring one of the following if you are planning to have your child enter with automatic priority status based on free or reduced-price meal eligibility: three consecutive pay stubs from the past six months or a W2 form showing 2007 earnings or a letter, on letterhead, stating the applicant's family income from an employer, social services agency or foster care documentation.
FCPS will offer pre-kindergarten classes, all of which are half day, at the following elementary schools:
*Ballenger Creek *Brunswick *Carroll Manor *Emmitsburg *Glade *Hillcrest *Liberty *Lincoln *Middletown Primary *Monocacy *New Market *North Frederick *Oakdale *Orchard Grove *Spring Ridge *Thurmont Primary *Twin Ridge *Valley *Waverley *Whittier *Wolfsville *Woodsboro.

Restricted Schools February 01, 2008 - In accordance with a regulation adopted by the Board of Education, Frederick County Public Schools will restrict out-of-district transfers at 20 schools in the 2008-09 school year. Last year 23 were restricted.
FCPS officials announced today that, based on enrollment projections, the following schools will exceed 100% capacity when school opens in August 2008 and will consequently limit enrollment only to those students who reside within the schools' respective attendance areas.
Elementary: Carroll Manor, Centerville, Deer Crossing, Glade, Green Valley, Kemptown, Monocacy, Myersville, North Frederick, Oakdale, Orchard Grove, Tuscarora, Urbana, Walkersville and Whittier.
Middle: Urbana
High: Linganore @ Oakdale High, Middletown, Urbana and Walkersville
Four schools have been removed from last year's restricted list: Ballenger Creek Elementary, New Market Elementary, Tuscarora High and Yellow Springs Elementary. One has been added: Glade Elementary. "Our school system still needs more space for students and staff," says Dr. Linda Burgee, FCPS superintendent. "We continue to advocate diligently for more construction dollars for new schools, expansions and improvements. Overcrowding is one of our greatest challenges."
FCPS publishes a list of restricted schools annually in early February. Students who at that time are already attending a school outside the attendance area where they live may continue at that school and need not reapply for an out-of-district transfer. FCPS will permit the students' sisters or brothers to enroll at that school as well, if they choose.
Parents and guardians must renew out-of-district transfers when a student transitions from elementary to middle school or from middle to high school.
FCPS will deny transfer requests to accommodate students whose day care providers are located outside their assigned attendance area if FCPS has declared the school the child would be attending restricted. FCPS will consider special requests when a denial would jeopardize the child's health or safety.
The at-capacity schools that are restricted for out-of-district transfers in August 2008 will continue under that designation as long as they are at 100% capacity or greater. Should their enrollments drop below maximum capacity in the fall, FCPS will re-open them to out-of-district requests.
"Parents or guardians who wish to request an out-of-district transfer may apply by completing the appropriate form, available at all local public schools or at the FCPS Student Services office," according to Carolyn Kimberlin, student services director. "Although we accept applications earlier, our office will not begin processing requests for the 2008-09 school year until March 3. We'll notify families of the decision by mail soon after. Families may contest the decision, and the letter will include instructions for doing that."
The Student Services Office is located at 7516 Hayward Road, Frederick, 301-644-5238.
