Dear Sir/Madam:
The
Frederick County Public School System maintains a list of pre-approved prime
contractors to be considered for new school construction, renovation and/or
major repair projects over $250,000 for the period ending August 31, 2008. Pre-qualification is done on an open enrollment
basis throughout the three (3) year period.
In order
to become pre-qualified as a prime contractor to obtain plans and
specifications, firms interested in furnishing such services must submit a
Contractor’s Questionnaire and receive written approval. A questionnaire is enclosed. Send the
completed application to the Purchasing Department, Frederick County Public
Schools, 33 Thomas Johnson Drive, Frederick, Md. 21702.
The
completed questionnaire should be submitted to the Purchasing Department with
the following documents:
1. Copy of
company’s current State of Maryland license.
2. Copy of
insurance certification for both general liability and comprehensive
automobile liability of a minimum of $1,000,000.00/each.
A
list of pre-approved contractors shall be maintained after an evaluation of the
questionnaires based upon the following:
1.
Past performance on previous work in terms of work quality, ability to
adhere to
schedule and cost
limitations.
2.
Bonding capability and compatibility of firm size to dollar value of proposed
projects.
3.
Evidence of insurance for both general liability and comprehensive
automobile liability of a
minimum of $1,000,000/each.
4.
Satisfactory references of principal projects completed by the firm for
each trade
your company is applying for
pre-qualification.
5.
Proof
of license from the appropriate licensing authorities, such as the Maryland
Department of Assessments and Taxation, Maryland Department of
Regulation, or
any
other applicable local, state or federal licensing authority. Bidder must at least be
licensed by the State of Maryland as a contractor.
6.
A credit verification may be performed by the Frederick County Public
Schools’
staff.
7.
Any other criteria deemed important by the purchasing officer.
The
Purchasing Department will issue letters of approval/non-approval within one
month of receipt of this application.
In some instances a qualified approval may be given. In this case the contractor, if in
contention for a bid award would be required to provide additional evidence of
experience and possibly meet with staff to ascertain qualifications.
As
soon as it has been determined that new school construction, renovation or
major repair services are needed for a large project, the Purchasing Department
will notify all firms in the appropriate categories on the approved
pre-qualified list. Bidding documents
will be issued by the Purchasing Department to pre-qualified contractors only.
Bids from pre-qualified contractors will be received and opened; where as bids
from non-approved contractors will be returned unopened to them.
The
bidder’s list for construction projects under $250,000 is based on a separate
Bidder’s List application. Also pre-qualification for computer cabling/network
integration projects and asbestos abatement projects are handled as separate

Frederick
County Public Schools retains the right to modify our pre-qualification
requirements, which may include rescinding or changing a contractor’s approval
status at anytime.
