REGULAR MINUTES
March 27, 2002
PLANNING SESSION
The Board of Education of Frederick County met in the Board Room for its Planning Session at 2:53 p.m. In attendance were Deborah A. Aughenbaugh; Stephen Crawford; Anne B. Hooper; Linda Naylor; Daryl A. Boffman, Vice President, (entered 3:10 p.m.); and Jean A. Smith (entered 4:30 p.m.) Ronald W. Peppe, II, President, was absent. Also in attendance were Jack D. Dale, Secretary-Treasurer; Judith A. Ricketts, Administrative Director; Stephen K. Hess, Director of Curriculum and Evaluation.
Mrs. Aughenbaugh served as chair until Mr. Boffman joined the Board, and she opened the meeting.
Discussion was held regarding the wording of the Strategic Goals. The revised wording will be circulated to all Board members for further review and consideration.
Discussion was held regarding the importance of the mission, vision, and goals.
The Board decided not to distribute the Handbook for Citizen Involvement until Board members have had an opportunity to send recommended changes to Mr. Peppe by the end of April.
Board of Education members are to send their recommended changes to the Getting Started booklet for new Board members to Mr. Peppe by the end of April.
Both documents will be placed on the agenda in May for consideration.
Mrs. Hooper asked that a discussion be held in Planning Session on the data on the school system’s profile for inclusion in the Progress Report.
The timeline was set for handling the remaining Planning Session agenda items which were being deferred due to time constraints.
Dr. Dale recommended changes to the 2002-03 School Calendar. This recommendation will be brought to the Board for action at the regular meeting.
Mrs. Aughenbaugh gave an update on legislative issues. Jamie Cannon, Executive Director of Legal Services, spoke regarding the amendments to the Collective Bargaining bill.
All Board of Education members were present. Also in attendance were Jack D. Dale; Judith A. Ricketts; Jamie Cannon; Michele Krantz, Associate Superintendent; Paula Lawton; Executive Director of Human Services; Harold Keller, Jr., Executive Director of Fiscal Services; and Hank Bohlander, Director of High Schools.
In accordance with Maryland’s Open Meetings Act, Section 10-508(A)(9), Dr. Crawford moved to go into Closed Session at 5:20 p.m. to discuss negotiations. Mrs. Smith seconded the motion, and it was unanimously approved.
No formal action was taken.
The Closed Session minutes of March 13, 2002, were unanimously approved.
The meeting was adjourned at 5:50 p.m.
The Board of Education of Frederick County met at 6:18 p.m. in the Board Room.
All Board of Education members were present except President Ronald W. Peppe, II. Also in attendance were Jack D. Dale and Judith A. Ricketts. Ryan C. Tuck, Student Representative to the Board of Education, and John L. Thompson, Jr., County Commissioner Liaison to the Board of Education, were absent.
Mr. Boffman called the meeting to order, and the Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Mr. Boffman noted the additions made to the revised agenda and changed the order of the presentation on the School Calendar.
Mr. Boffman announced the time and place of the Closed Session and noted the topic discussed.
Dr. Crawford amended the statement made by M.C. Keegan-Ayer on page 4 of the
March 13, 2002, Board of Education minutes.
Mrs. Aughenbaugh moved approval of the minutes of March 13, 2002, as amended. The motion was seconded by Dr. Crawford and unanimously approved.
Elaine Klein, Executive Director of Community Services, spoke regarding the Washington Post Distinguished Educational Leadership Award, and recognized Jay Berno, recipient of this award for 2001-2002 and current Principal at Walkersville High School. She noted that Mr. Berno will be the Principal of the new Tuscarora High School. Hank Bohlander, Director of High Schools, spoke regarding the accomplishments of Mr. Berno and presented comments in his nomination packet from staff, a parent, and a student.
Jean Smith presented Mr. Berno with a Board of Education Recognition Pin.
Dr. Crawford moved approval of the Consent Agenda. The motion was seconded by Mrs. Smith and unanimously approved.

2002-2003 SCHOOL
CALENDAR
Elaine Klein recommended the following changes to the 2002-2003 School Calendar:
Move Staff Development/MSTA Conference Days from October 24 and 25 to October 17
and 18, 2002
Add school closings on November 4 and March 31, the days between the first and second
quarter and the third and fourth quarter
Add 2 additional school days to the end the school year, June 17—last day for students,
June 18—last day for teachers. Calendar includes four snow/emergency closing days
Mrs. Hooper moved approval of staff’s revised calendar (attached). The motion was seconded by Mrs. Aughenbaugh and unanimously approved.
Patrick Kelly, Executive Director of Technology Services, along with Mary Trapane, Supervisor of Administrative Systems, and Tom Stanford, Coordinator of Instructional Technology, presented the Three-Year Technology Plan for FY ’03-FY ‘05 which includes:
Standards for students, teachers and administrators
Integration of technology into curriculum
Additional staff for professional development and technical support
Replacement cycle for hardware
Development of assessments
Competitive salaries
Mrs. Hooper stated that Curriculum and Instruction Committee moves approval of the Three-Year Technology Plan.
Staff responded to Board members’ questions. Dr. Dale noted that many of the equipment items were determined by the state for inclusion in the plan.
The motion was unanimously approved.
Dr. Dale noted that the Board requested that two areas of this regulation be considered for revision.
Ron Johnston, Supervisor of Pupil Personnel, stated that Ft. Detrick is requesting special consideration of having out-of-district students who are attending the day care facility serving the Department of Defense at Ft. Detrick be permitted to attend restricted schools in their attendance area. Additionally, he noted that other requests have been made to allow students who are in one feeder pattern to transition from one level of school to another where the school is deemed restricted.
Mrs. Smith moved approval of these requests. The motion was seconded by
Mrs. Aughenbaugh.
Mrs. Smith spoke in favor of the motion.
Mr. Johnston responded to Mrs. Aughenbaugh’s question regarding the approval process when changing schools.
Dr. Crawford supported the motion for the students at Ft. Detrick and provided rationale for not supporting the other portion of the recommendation.
Dr. Dale presented the grammatical changes.
The Board unanimously approved II. C.:
Except for those daycare facilities on Ft. Detrick Military Base Serving the Department of Defense, out-of-district transfers are not allowed in any school which has been designated as restricted due to overcrowded conditions. Only the superintendent or his designee may grant other exceptions.
Following additional discussion, Mrs. Smith and Mr. Boffman suggested adding language to II.G. for extraordinary overcrowded situations.
Mrs. Hooper moved to amend motion to include: the superintendent or designee may deny the exception under extraordinary overcapacity circumstances. The Board unanimously approved the amendment.
The Board unanimously approved II.G. as follows:
When a student has been granted an exception and completes elementary or middle school in the out-of-district feeder, the student has the option of attending the home district school or the middle or high school serving the current out-of-district school. The superintendent or designee may deny the exception under extraordinary overcapacity circumstances.
The Board unanimously approved the motion as amended and the additional “cleanup” language included in II.A.3. add “or the school system” and II.F. add “unless otherwise prescribed by law.”
Harold Keller, Jr., presented a recommendation to amend the FY ’03 budget to fund the projected requirements of the Self-Insurance Health Benefits Fund, requesting a supplemental budget in the amount of $2,915,146 for funding by the Board of County Commissioners.
Mrs. Smith moved approval with the stipulation that the Insurance Council review the situation and determine where we can save some dollars.
Dr. Crawford clarified the motion to ask the Insurance Council to come up with ways of dealing with the shortfall should some or not all of the funding be provided, and he seconded the motion.
Following discussion, the motion was unanimously approved.
Mrs. Hooper commended Mr. Boffman on his running of
this meeting.
Mr. Boffman commented on the tragic loss of Rodney Pulliam, Frederick City’s Chief Operating Officer, and his three children. He commended Orchard Grove for their handling of the situation to ease some of the pain for the students and teachers at the school and for reaching out to the community. The Pulliams will be sorely missed from our educational system, and he wished Mrs. Pulliam comfort and peace through this time. Mrs. Naylor noted that many of the children were contacted the night before school began this week. This provided parents with the opportunity to talk to their children. She stated that they are a loss to our community, and sympathy goes out to Mrs. Pulliam.
Mrs. Aughenbaugh moved to adjourn the meeting at 8:23 p.m. The motion was unanimously approved.
