REGULAR MINUTES
July 10, 2002
The Board of Education met in the Administrative Conference Room at 4:14 p.m. In attendance were President Ronald W. Peppe, II, Deborah A. Aughenbaugh, Anne B. Hooper, Linda S. Naylor, and Jean A. Smith. Daryl A. Boffman and Stephen Crawford entered the meeting at 4:18 p.m. Also in attendance were Jack D. Dale, Secretary-Treasurer, and Judith A. Ricketts, Administrative Director. Anil K. Nathan, Student Representative to the Board, entered the meeting at 5:00 p.m.
Staff members present were Michele Krantz, Associate Superintendent; Ray Barnes, Executive Director of Facilities Services; Linda Burgee and Steve Martin, Elementary Instructional Directors; and Shari Ostrow Scher, Curriculum Specialist for Early Childhood Education.
Michele Krantz, Associate Superintendent, noted Maryland law that stipulates that full-day kindergarten will be required by the 2007-2008 school year. Staff suggests that the full-day program be phased-in over the next six years. Dr. Krantz presented the list of schools identified to be phased-in during each of the school years between 2002-2003 and 2007-2008, and the operational costs for each of these years. She noted that the schools with the greatest need were made a priority and placed in the earlier years.
It was noted that while it will be mandatory for all Maryland school systems to have a full-day kindergarten program by 2007-2008, the State Board has not clarified whether or not parents must send their children to full-day kindergarten.
Mr. Barnes presented the space needs plan for full-day kindergarten. He recommended that the elementary school construction program for 2004-2011 include six additions. The estimated capital costs for FY 2004 through FY 2008 including 57 classrooms and 37 portables are $24,750,000. The operating and capital costs to implement full-day kindergarten are estimated at $32,359,000.
Dr. Dale noted that staff would like to present this information at the August Joint Meeting of the Board of Education/Board of County Commissioners if the Board is comfortable with the assumptions and is agreeable to using portables versus a more aggressive construction program.
Board members expressed concern regarding the decline in funding and noted that the projected costs were based on current dollars. Staff responded to Board members’ questions.
Dr. Dale pointed out that Mr. Barnes would be providing information to Commissioner Jan Gardner to present to the Governor’s Task Force to Study Public School Facilities.
Mr. Barnes reviewed the projects included in the Educational Facilities Master Plan detailing where projects are being delayed to accommodate full-day kindergarten. Dr. Dale spoke regarding his conversation with Dr. Yale Stenzler, Executive Director of the Interagency Committee on Public School Construction, on different options for the Career and Technology Center and programs.
The Board agreed with staff’s analysis and the use of portables for implementation of the full-day kindergarten program and noted that more discussions will occur regarding career and technology options.
Mr. Peppe reminded the Board of the retreat scheduled for July 17, 2002. The Board agreed that it would end this session by 5:00 p.m.
Mrs. Aughenbaugh noted the need to begin planning sessions earlier in the day to allow time to fully discuss issues.
Mr. Peppe noted that orientation meetings have been scheduled for candidates. He also asked if the Board would like to continue recognizing candidates who are in attendance at Board of Education meetings. The Board was not supportive of this suggestion.
Mrs. Hooper suggested allotting three hours for discussion of the Progress Reports and Goals. She also noted that the Board must determine term limits for the Family Life Advisory Committee.
Mrs. Hooper noted that the Frederick News-Post reported that 50 years ago Frederick County Public Schools gave a day off for rabbit hunting.

Judith A. Ricketts, and Anil K. Nathan. John L. Thompson, Jr., County Commissioner Liaison to the Board, was absent.
Mr. Peppe opened the meeting, and the Pledge of Allegiance was recited.

TUSCARORA
ELEMENTARY SCHOOL CONSTRUCTION DOCUMENTS
Approved construction documents for the new Tuscarora Elementary School, a fourth generation design, to accommodate a maximum enrollment of 709 students with the initial capacity of 464 presented as a base bid and the additional space as an alternate. Fully built-out, the building is approximately 87,000 gross square feet with a construction budget of $14.3 million.
APPOINTMENT
OF ARCHITECT FOR URBANA HIGH SCHOOL ADDITION PROJECT
Appointed the firm of Hayes Large Architects to design the Urbana High School addition project at a fee of $356,250 with the use of a construction a management project delivery system or $334,250 with the use of a general contracting project delivery system.

VALLEY ELEMENTARY
SCHOOL FEASIBILITY STUDY REPORT
Ray Barnes recognized the individuals who developed the Feasibility Study for Valley Elementary School. Steve Parker of Grimm and Parker, Architects for the project, presented the Feasibility Study noting that four options were developed, and that Scheme C was being recommended. Mr. Boffman noted that this school is not overcrowded and is not planned to be overcrowded in the near future.
Mrs. Smith stated that the Facilities and Finance Committee moves approval of
Scheme C.
Mr. Parker and staff responded to Board members’ questions regarding a school-within-a-school concept, use of the courtyard spaces included of the plan, outside access by students for fire drills, number of students that can be accommodated by each of the schemes. Kevin McCarthy, Educational Specifications committee member, noted the school was built for 360 students and the addition in 1968 did not include the infrastructure; if the renovation is to solve the problems at the school, they must go with either Scheme B or C.
Mrs. Smith stated that she did not feel any additions or renovations could be done without including space for full-day kindergarten.
Following further discussion, the motion was unanimously approved.
ANNOUNCEMENT
Mr. Peppe noted that this is Anil Nathan’s first official Board of Education Meeting.
MARYLAND STATE DEPARTMENT OF EDUCATION MASTER PLAN REQUIREMENTS
Dr. Dale presented the report on the Maryland State Department of Education’s Master Plan Requirements, noting the three major educational initiatives that will impact all Maryland public schools:
No Child Left Behind Act of 2001
Visionary Panel for Better Schools
Thornton Commission
Dr. Dale noted that the entire framework of the Master Plan should be available in November or December and that a required presentation to the county will be made in August 2003. Dr. Dale responded to Board members’ questions.
