Judith A. Ricketts, Administrative Director;
Harold Keller, Jr., Executive Director of Fiscal Services; Ray Barnes,
Executive Director of Facilities Services; Marita
Loose, Communications Specialist; and Stephen K. Hess, Director of
Curriculum and Evaluation.

Vice President Michael L. Cady, Vice
President; John R. Lovell, Jr.,;
and Bruce L. Reeder;
, and Jan H. Gardner,
who entered the meeting at 1:08 p.m.
Also present were Doug Browning, County Manager, and Robin Santangelo,
Public Information Officer.
Mr. Peppe opened the meeting.
The
minutes of the January 14, 2003, Joint Meeting were unanimously approved.
PRESENTATION OF THE FREDERICK COUNTY PUBLIC
SCHOOLS’
MASTER
PLAN
Dr. Dale presented the requirements
of the No Child Left Behind Act
and an overview of the Frederick County Public Schools’ Master Plan. Frederick
County Public Schools’ Master Plan and responded
to questions from members of the Board of County Commissioners.Dr.
Dale and Board of Education members responded to
questions. Dr. Dale spoke regarding the
phase-in of full-day kindergarten,
and
Mr. Peppe noted that the Board of Education opposed mandatory full-day kindergarten.
Commissioner Gardner noted the need
for a joint meeting discussion on
the budget to fully understand the needs of the
school system. Commissioner
Cady concurred with this desire.
Commissioner
Gardner noted that the Task Force is
working to define an adequate school facility.
