MINUTES
April 23, 2003
PLANNING SESSION
The Board of Education of Frederick County met in Planning Session at 2:30 p.m. in the Board Room. Board of Education members in attendance were Vice President/Chair Jean A. Smith, Daryl A. Boffman, Donna J. Crook, Linda S. Naylor, and Michael E. Schaden, and Bonnie M. Borsa who entered the meeting at 2:37 p.m. President Ronald W. Peppe, II was absent. Also in attendance were Jack D. Dale, Superintendent/Secretary-Treasurer; Judith A. Ricketts, Administrative Director; and Harold Keller, Executive Director of Fiscal Services. Anil K. Nathan, Student Representative to the Board, entered the meeting at 3:40 p.m.
Mrs. Smith changed the order of the agenda to accommodate the bus drivers who were present.
Mrs. Crook expressed concern regarding the reimbursement rate indicating that the contract bus drivers may not be able to get fringe benefits at the same rate as school system employees, and the overhead costs for the bus parking lot and building were not included in their reimbursement rate.
Mr. Keller noted that the overhead expenses would still be incurred by FCPS and that FCPS staff still handle routing, complaints, etc. Dr. Dale noted that the Board reviewed and approved the agreement made with the contract bus drivers seven years ago. He noted that the contractors have the option of giving up their route and becoming employees of FCPS.
Mrs. Crook proposed going with all contractor buses. It was noted that the same number of central office staff would be needed to run the operation and that it is cost neutral to have some or all of the bus routes served by contractors or FCPS.
Mrs. Crook moved to look at this issue after the budget for FY 2004 is approved.
The motion was seconded by Mrs. Naylor and failed to carry. Mrs. Crook, Mrs. Naylor, and
Mr. Boffman were in favor of the motion. Dr. Borsa, Dr. Schaden, and the Chair opposed.
Mrs. Naylor pointed out that any member of the Board could request an item for future planning so long as three members were in favor of such discussion.
The issue will be placed on a list for future discussion.
Mr. Keller reviewed the FCPS General Fund Operating Budget Variance Projections and Explanation by Class for the 2002-03 fiscal year; the Statement of Revenues, Expenses, and Change in Retained Earnings for the Print Fund; the Analysis of Group Health and Dental Self-Insurance Fund Experience by Class Claims; and the Food Service Fund Revenues and Expenses.
It was noted that the equipment lists serve as a guide as to what staff feels should be included in the schools, but that purchases never exceed the equipment budget allocation.
Mr. Keller stated that under no circumstance will the budget be overexpended, and no category will be overexpended unless the Board of County Commissioners does not allow transfers.
Board members agreed that budget amendments could be brought to the Facilities and Finance Committee meeting the day prior to Board meetings for action on the consent agenda.
Dr. Dale stated that the existing policy and procedures on excess equipment, storage, and disposal were adequate, but could be improved. Mr. Keller noted that the revised policy and regulation are geared to placing the decision on the people who have the technical expertise to determine if an item is usable, repairable, or needs replacing and is considered junk. Dr. Dale stated that he wanted to make sure the Board is comfortable with the draft policy prior to review by the Superintendent’s Advisory Council.
Board members recommended changes to the policy wording in paragraphs 2
and 3. Discussion was held regarding disposal of property. Mrs. Crook felt this property should be offered to the Frederick County Government before going to auction. Dr. Schaden indicated that generosity is good, but the auctioned items bring in money for the system. Dr. Dale stated that he would work on wording and bring the policy back to the Board for consideration.
Mrs. Crook also suggested the possibility of the school system holding its own auction or having the items appraised.
It was noted that the regulations will require staff to search the excess property list for items prior to making new purchases.
Ray Barnes, Executive Director of Facilities Services, introduced Theresa Justice, Executive Director of the Frederick City Housing Authority; Joe Venezia, representing Venezia Projects for the Redevelopment and Redeployment of Subsidized Housing; and Richard Ramsburg, member of the Steering Committee on Portable Housing and Principal of Adult Education and Evening High School.
Mr. Venezia presented an overview of the program for Frederick City. Residents in the Taney/Hanson Public Housing Projects will be dispersed into four different mixed income areas.
Dr. Dale asked how the school system will be able to anticipate where these kids are going to go next year. He spoke regarding the impact to the school system. Ms. Justice indicated that they will be hiring case managers to help the families determine the best location. Dr. Dale presented some of the issues that may occur with families who may have short-term displacements and are expected to return to the same area. Mr. Venezia, Ms. Justice, and staff responded to Board members’ questions. Concern was expressed regarding kids bouncing from one school to another.
Mr. Venezia stated that they will provide to the school system as much information as possible and as early as possible.
Gail Colby, citizen, expressed concern regarding the Hope VI project placing some of the residents in the Hillcrest Elementary School and the impact on this failing school. Ms. Colby also stated that she felt the city government is not concerned with the schools.
George Yourick, citizen, asked Mr. Venezia when the concept was developed if anyone asked Frederick County Public Schools how the school system would be impacted. Mr. Venezia stated that they put together a conception plan after they knew they made the first pass through HUD and at that point contacted Mr. Barnes’ office.
The meeting was adjourned at 5:05 p.m.
The Board of Education of Frederick County met at 5:15 p.m. in the Administrative Conference Room. All Board of Education members were in attendance except President Ronald W. Peppe, II. In accordance with Maryland’s Open Meetings Act, Section 10-508(a)(1)(i), (a)(1)(ii), (a)(3), Dr. Borsa moved to go into Closed Session to discuss matters relating to personnel and negotiations. The motion was seconded by Mrs. Crook and unanimously approved.
The agenda was unanimously approved as amended to include personnel matters.

Mrs. Smith opened the meeting, and the Pledge of Allegiance was recited.
Mr. Yourick
spoke of the elimination of the Maryland School Performance Assessment Program
and it being replaced with No Child Left
Behind. He recommended that the
Board of Education, Superintendent and Frederick County Public Schools advocate
for the removal of the failing status from Hillcrest Elementary School and
other failing or at-risk schools to assure a fresh and fair start with good and
valid tests.
Ms. Maduschke spoke regarding Regulation 400-74, Enrollment of Foreign Exchange Students, which restricts enrollment to two students at each high school. She requested that the Board reconsider this matter and allow at least four international exchange students per school.
Ms. Bromfield spoke regarding Regulation 400-74 noting that she has been told that two foreign exchange students have been enrolled at Gov. Thomas Johnson High School and that the names of the agencies placing the students were confidential. She stated that with the opening of Tuscarora High, Frederick High and Gov. Thomas Johnson High will be removed from the list of closed schools and that she hopes the Board will allow more participation in the Foreign Exchange Program.
Commissioner Cady reported that the Superintendent’s press release on the budget shortfall generated about 300 emails to him. He reviewed the county’s capital budget proposals that could potentially free up funding for school construction. He listed his suggestions for prioritizing operating budget items.
Dr. Dale commended Commissioner Cady and the other Commissioners who voted with him on the capital budget. He noted that Commissioner Cady was the Commissioner to propose a revised debt affordability level.

Dr. Dale announced that Representative Roscoe Bartlett was instrumental in bringing the ROTC Program to Linganore High School. He noted that Representative Bartlett was unable to be present until after the meeting was over so he was rescheduled for a later date.
FREDERICK COUNTY SCIENCE AND ENGINEERING FAIR WINNER RECOGNITION
Larkin Hohnke, Curriculum Specialist for Science, 6-12, spoke regarding the 22nd Annual Frederick County Science and Engineering Fair and introduced the recipients of the awards. The students presented brief overviews of their projects.

Larkin Hohnke spoke of the Frederick Jaycees involvement with the Science and Engineering Fair and introduced Sherri Mercer, Jaycees Fair Director. Ms. Mercer thanked the Board for the opportunity to sponsor the Annual Frederick County Science and Engineer Fair and recognized those who supported this Fair. She also thanked the custodians at Walkersville High for their assistance, and congratulated all of the winners.
Dr. Schaden stated that he has been involved with the Science and Engineering Fair for 22 years and has been impressed with the quality of the projects. He noted that the handout indicated that the Jaycees have been involved for over 12 years, but in fact they were involved from the start.
The partnership agreement was signed by Dr. Dale, Mr. Hohnke, and Ms. Mercer.
MATHCOUNTS PRESENTATION
Jan Keefer, Mathematics Curriculum Specialist, 6-12, stated that the Gov. Thomas Johnson Middle School team has been actively involved in MATHCOUNTS since 1986. This particular group has not only achieved second in state competition, four students received individual recognition, and one is going on to national. Ms. Keefer noted that the team from Walkersville Middle School also advanced to state competition. She thanked all coaches county-wide and said she appreciates the support of parents. She recognized Nick Diaz, Gov. Thomas Johnson Middle School MATHCOUNTS Coach and mathematics teacher, and noted that he was retiring this year. She thanked him for all of his efforts.

Mr. Diaz stated that he appreciated the outstanding parental support received this year. He commended Bin Yang for being a credit to MATHCOUNTS, to the school, parents, and the team and noted that he will have an all-expense paid trip to Chicago to represent the state of Maryland in the national competition. He noted that all nine students have made his last year in teaching all the more proud. Board members commended and thanked Mr. Diaz for his work on behalf of the students.
Upon motion by Dr. Schaden, seconded by Mr. Boffman, the Board unanimously approved the consent agenda.

SCHOOL CONSTRUCTION AMENDMENT

REVIEW DRAFT OF MASTER PLAN
Dr. Dale provided an executive summary of the Master Plan including current legislation, No Child Left Behind (NCLB) accountability requirements, the Bridge to Excellence Requirements, Master Plan – consolidations, alignment of Frederick County Public Schools and NCLB goals, and strategic initiatives to accomplish the Board’s goals.
Dr. Dale asked Board members to consider each of the strategies and decide if they are the ones they wish to use. He stated that the Master Plan will be presented to the Board of County Commissioners in August. The Board felt it important to present the Master Plan to the Frederick County Delegation. Dr. Dale responded to questions and concerns.
Board members expressed concern regarding education funding levels. Dr. Dale presented the FY ’04 Operating Budget request which left $19 million short but which did include enhancements. He noted that up until this year every budget has included Maintenance of Effort (MOE) plus additional resources; the last two to three years included at least enough to cover salary increases; this year no additional dollars beyond MOE are being provided. He provided an overview of previous years’ funding levels.
Commissioner Cady responded with clarification on the Board of County Commissioners view on funding.
Dr. Dale presented possible areas of the budget that may face cuts.
