REGULAR MINUTES
August 28, 2002
PLANNING SESSION
The Board of Education met in the Administrative Conference Room at
2:45 p.m. In attendance were President Ronald W.
Peppe, II, Vice President Daryl A. Boffman, Deborah A. Aughenbaugh, Anne B.
Hooper, Linda S. Naylor, and Jean A. Smith.
Stephen Crawford was absent.
Also in attendance were Jack D. Dale,
Superintendent/Secretary-Treasurer; Judith A. Ricketts, Administrative
Director; and Harold Keller, Jr., Executive Director of Fiscal Services. Anil K. Nathan, Student Representative to
the Board, entered the meeting at 5:15 p.m.
Mr. Keller presented information on the Attorney General’s opinion
regarding carryover of local funds in the Board of Education’s budget. The Board felt that it would like to
discuss this issue along with Thornton Commission funding issues with Board of
Education and Board of County Commissioner candidates following the primary
election.
The Board reviewed the Board of County Commissioners’ Legislative Package
and determined its recommended positions, emphasizing that it did not want any
legislation to slow down or delay any projects in the Educational Facilities
Master Plan, and it did not want legislation to restrict planning for projects
between Board of Education and Frederick County staffs.
Mrs. Aughenbaugh requested that any concerns regarding the budget for the
Maryland Association of Boards of Education be given to her. She spoke regarding a current National
School Boards Association publication to increase advocacy efforts at the
federal level and encouraged Board members to review the document and submit
the postcard to the legislature.
Following discussion regarding the terms of Family Life Advisory
Committee members, Mr. Boffman moved to expand the Family Life Advisory
Committee term limits to a three-year term plus one additional term, and to
change the time period to a fiscal-year basis.
Any existing members may continue serving, with no one serving more than
six years. The Board unanimously
approved the motion. The Board also
requested input from the Career and Technology Advisory Council and the
Advisory Committee on Multicultural Education on a similar change in length and
limits of terms.
Mrs. Naylor noted that she invited Mr. Herb Hardin, Washington County
school board member, to attend any of the Board’s open meetings.
Mr. Boffman expressed concern regarding the timeline required for
certifying a new teacher. Dr. Dale discussed
Human Resources staffing and the process for certification.
Mr. Peppe noted that some of the individuals from the Monocacy Valley
Montessori School (MVMS) would like to meet with the Board to clarify
issues. The Board agreed to schedule a
meeting with the MVMS in the fall. Mrs.
Hooper noted some of the information that she would like to review.
Mrs. Hooper noted that it was originally felt that using a lottery system
for the charter school would be equitable across demographics. She believes that there is an inherent
inequity due to transportation not being provided. She suggested either developing a plan or challenging the school
to come up with a plan to reflect Frederick County Public Schools’ student
population. She also requested a detailed
accounting of the costs incurred during the implementation.
Mrs. Naylor noted that the schematic design for the addition to Urbana
High School is being presented at the August 29, 2002, Facilities and Finance
Committee meeting. She expressed
concern regarding the additional gym, balcony, and elevator. Dr. Dale provided rationale for inclusion of
the additional gym. Mrs. Smith noted
that a detailed presentation would be made at the Facilities and Finance
Committee meeting.
At Mrs. Smith recommendation, the Board agreed to place “Extended School
Year” on the list of topics for planning agendas.
Mr. Peppe noted that no comments on the orientation procedures were
received and that he had recommended that it become policy. The draft will be redistributed to the Board
and presented in policy format for consideration.
The meeting was adjourned at 5:50 p.m.
The Board
met in the Board Room at 6:05 p.m. All
Board of Education members except Stephen Crawford were in attendance. Also in attendance were Jack D. Dale, Judith
A. Ricketts, and Anil K. Nathan. John
L. Thompson, Jr., Board of County Commissioner liaison to the Board, was
absent.
The agenda was unanimously approved.
Mr. Wright, employee and member of the Frederick Association of School
Support Employees, thanked those members of the Board whose terms will be
ending. Mr. Wright asked about the
practice on management’s salary and whether management received only a 1.5
percent raise. He applauded Mrs. Hooper
in her decision to take a position honoring employees over the charter
school. He also discussed charter
school funding, negotiations and contract issues, and growth in Frederick County.
Dr. Dale noted that management’s maximum raise was 1.5 percent with no
increments or steps.
Ms. Dietz, President of the Frederick County Teachers Association, stated
that the teachers accompanying her this evening ask what are the Board’s
priorities. She stated that they
request the Board to listen when they say they want high quality teachers,
thoughtful feedback, and support from well-informed parents at home, and note
that it falls to the Board to allocate the time and money so teachers can
fulfill their responsibilities. She
objected to the fact that the salary portion of the negotiated agreement could
not be fulfilled when other programs were funded.

2002, were unanimously approved.

Stephen Hess, Director of Curriculum and Evaluation, provided background information on curriculum audits.
Greg Solberg, Curriculum Specialist for Career and Technology Education, reviewed the Career and Technology programs at the middle and high school levels as well as the Career and Technology Center. Max White, Curriculum Specialist for Career and Technology Education, detailed the Superintendent’s charge to the Career and Technology Audit Committee. Victoria Clark, Curriculum Specialist for Career and Technology Education, shared the committee’s recommendations. Staff’s responses and proposed action plan were also presented.
Staff responded to Board members’ questions on the role of the advisory groups and program committees, skills for success, turnover rate of instructors in Career and Technology Center, turnover rate for Career and Technology programs within the regular schools, School Improvement Team at the Career and Technology Center and coordination and communication throughout the system.
Dr. Dale noted the potential in the future for a comprehensive Career and Technology Center. Mrs. Hooper noted that the audit process is working well and that opinions were solicited from many stakeholders.
Dr. R. Daniel Cunningham, Associate Superintendent, noted a long-term goal would be to have a comprehensive Career and Technology Center, but given the county growth, and looking at different high school models throughout Maryland and the tri-state region, staff is now looking at short and long-term modifications.
Dr. Dale stated that he wished the employees present earlier in the meeting had been present when he and the Board testified before the Board of County Commissioners on the budget.
Dr. Dale announced the school system’s plan to comply with the Governor’s Level Two water restrictions.
Dr. Dale noted that principals have been asked not to schedule any events on September 11 and to hold appropriate recognition. Additionally, at the next school board meeting on September 11, a presentation on character education will be made. He further stated that parents should be comfortable if they desire to take their children out of school for a remembrance in the community on September 11.
Mrs. Naylor thanked and welcomed Mr. Herb Hardin, Board of Education member from Washington County, for being present this evening.
Mr. Peppe welcomed everyone back to school, and encouraged the public to contact the Board of Education or the office if there are problems.
