REGULAR MINUTES

 

August 14, 2002

 

PLANNING SESSION

 

The Board of Education met in the Administrative Conference Room at 2:45 p.m.  In attendance were Vice President Daryl A. Boffman, Deborah A. Aughenbaugh, Stephen Crawford, Anne B. Hooper, and Linda S. Naylor.  President Ronald W. Peppe, II was absent.  Also in attendance were Jack D. Dale, Superintendent/Secretary-Treasurer; Judith A. Ricketts, Administrative Director; and Jamie Cannon, Executive Director of Legal Services.

 

Mr. Boffman opened the meeting.

 

MEETING WITH FCTA PRESIDENT

 

Nancy Dietz, President of the Frederick County Teachers Association, expressed displeasure with the email communications involving Mr. Ron Peppe, Dr. Michele Krantz, Associate Superintendent, and possibly others in response to a teacher who expressed concern about time.

 

Discussed were the negotiations process, open negotiations, pay for skills and knowledge, and the costs of additional time.

 

Ms. Dietz stressed the need to address the time needs of the classroom teacher and noted that she is interested in continuing that conversation with the Board.

 

Mr. Boffman thanked Ms. Dietz for bringing the issues to the Board.  He noted the need to improve communications between the two groups and to address concerns.  He asked that communications be opened and stated that suggestions will be reviewed.

 

REVIEW PROGRESS REPORT

 

Steve Hess, Director of Curriculum and Evaluation, joined the Board.

 

Dr. Dale discussed what would need to be accomplished to meet the standards set by the federal No Child Left Behind Act. 

 

            Mrs. Hooper provided the Board with suggestions for data to be included in the Progress Report.  The Board determined which of the items should be incorporated into the document.  

Dr. Dale noted that staff has struggled with Goals 1, 3, and 4 and that it may be beneficial to combine some of the goals.

 

            The meeting was recessed at 4:38 p.m. and was reconvened at 5:48 p.m.

 

SCHEDULE FOR PUBLIC HEARING ON THE EDUCATIONAL FACILITIES MASTER PLAN

 

Dr. Dale noted opportunities the Board will have for holding discussions on the Educational Facilities Master Plan (EFMP) including time during its meeting with the Board of County Commissioners.

 

Mrs. Aughenbaugh moved approval of the original plan to hold the EFMP public

hearing on September 11, 2002, and to allow comment on the EFMP at the beginning of the September 25, 2002, meeting.  Mrs. Smith seconded the motion.  Mrs. Aughenbaugh provided rationale for her motion, and the motion was unanimously approved.

 

            The meeting was recessed at 5:55 p.m. and was reconvened following the regular meeting at 6:45 p.m.

 

REVIEW PROGRESS REPORT, CONTINUED

 

The Board continued its discussion on the Progress Report, Goals and Indicators, and suggested modifications to the Superintendent. 

 

Dr. Crawford moved that staff examine the existing statement of goals and make recommendations for any changes.  Mrs. Smith seconded the motion, and it was unanimously approved.  Dr. Dale indicated that he would provide recommendations to the Board at its meeting on September 25, 2002.

 

ADJOURNMENT

 

Mrs. Smith moved to adjourn the meeting at 7:58 p.m.  The motion was seconded by

Mrs. Aughenbaugh and unanimously approved.

 

CLOSED SESSION ACTION

 

The Board of Education met in the Administrative Conference Room at 4:47 p.m.  In attendance were Vice President Daryl A. Boffman, Deborah A. Aughenbaugh, Stephen Crawford, Anne B. Hooper, Linda S. Naylor, and Jean A. Smith.  President Ronald W. Peppe, II was absent.  Also in attendance were Jack D. Dale, Judith A. Ricketts, and Jamie Cannon, Executive Director of Legal Services.

 

Mrs. Smith moved to go into Closed Session in accordance with Maryland’s Open Meetings Act, Section 10-508(a)(9), to discuss negotiations.  The motion was seconded by

Mrs. Aughenbaugh and unanimously approved.

 

 

APPROVAL OF AGENDA

 

            The Board unanimously approved the agenda.

 

CLOSED SESSION MINUTES

 

            The Board unanimously approved the Closed Session minutes of June 26, 2002.

 

NEGOTIATIONS

 

The Board approved staff’s recommendation regarding negotiations.

The meeting was adjourned at 5:46 p.m.

           

REGULAR MEETING

 

The Board of Education met in the Board Room at 6:03 p.m.  All Board of Education members except President Ronald W. Peppe, II were present.  Also in attendance were Jack D. Dale; Judith A. Ricketts; and Anil K. Nathan, Student Representative to the Board.

 

Mr. Boffman opened the meeting, and the Pledge of Allegiance was recited.

 

APPROVAL OF AGENDA

 

            The agenda was unanimously approved.

 

CLOSED SESSION ANNOUNCEMENT

 

Mr. Boffman announced the time and place of the Closed Session and noted the topic discussed.

 

PUBLIC COMMENTS FOR GENERAL GOOD AND WELFARE

 

Comments by Gail Colby

 

Ms. Gail Colby expressed dissatisfaction with some of the recommendations of the Magnet School Task Force regarding the placement of future magnet schools within Frederick County. 

 

APPROVAL OF MINUTES

 

Mrs. Aughenbaugh moved approval of the minutes of July 10, 2002, Regular Meeting, and the July 17, 2002, Special Meeting.  The motion was seconded by Mrs. Naylor and unanimously approved.

MARYLAND TECHNOLOGY ACADEMY FREDERICK COUNTY SATELITTE

 

            Approved the Maryland State Department of Education continuing grant in the amount of $80,000 to develop, implement, and evaluate the Maryland Technology Academy Satellite Program:  Frederick County.

 

ENHANCING EDUCATION THROUGH TECHNOLOGY (ED TECH PROGRAM) 2002

 

            Approved the Maryland State Department of Education grant in the amount of $85,116 to improve student academic achievement through the use of technology in elementary schools, to assist every student—regardless of race, ethnicity, income, geographical location, or disability—in becoming technologically literate by the end of eighth grade; and to encourage the effective integration of technology resources and systems with professional development and curriculum development to promote research-based instructional methods that can be widely replicated.

            Awarded to the various vendors indicated on the summary of award.

            Awarded to the various vendors indicated on the bid tabulation at an estimated total of $7,000.86.

Propane Gas – Renewal - #02-M-2

 

            Renewed to AmeriGas at a cost of +.185 over the wholesale price at Liberty Elementary School and at +.24 over the wholesale price at all other sites.  The wholesale price is established twice weekly in the Butane Propane Newsletter.

 

Fresh Breads and Rolls – Renewal - #02-FS-9

 

            Renewed to Butter Krust Baking Co. at an estimated total of $165,457.00 for using manufacturer’s flour and $151,776.20 for using USDA commodity flour.

 

Food Products - #02-FS-2

 

Awarded for a one-year period in an estimated total of $115,296.04 as indicated on the summary of award.

 

Vending Machines - #02-FS-9

 

            Awarded to Royalle Dining Services for an initial cost of $183,145.00.

 

CHANGES TO BOARD POLICY 108.31 – BIDDING – ADVERTISING

 

            Amended as follows:

 

If the cost of any school building, improvements, supplies, or equipment is more than $15,000, the county board, at least two weeks before bids are to be filed shall advertise for bids in a medium accessible to the general public, which includes:  a newspaper of general circulation in the region; the Maryland Contract Weekly or comparable State publication; an electronic posting on a bid board and physical posting on the local school system bid board.

 

CHANGES TO BOARD POLICY #108.33 – EXCEPTIONS TO BIDDING

 

            Approved the addition of 108.335:

 

The provisions of sections 108.3 et.seq. (Bidding) shall not apply to a county board’s participation in contracts for goods or commodities that are awarded by other public agencies or by intergovernmental purchasing organizations if the lead agency for the contract follows public bidding procedures.

COMMENTS

 

            Mr. Boffman noted the schedule for receiving comments on the Educational Facilities Master Plan and also welcomed comments by email.

 

Dr. Dale invited the public to attend the Board of Education/Board of County Commissioners’ Joint Meeting where the school system’s Educational Facilities Master Plan will be presented.  He pointed out that this is the first plan to include adjustments for full-day kindergarten and noted other projects included in the plan and progress on current projects.

Ray Barnes, Executive Director of Facilities Services, spoke on some of the capital projects. 

 

Dr. Dale responded to the concerns expressed by Mrs. Colby during the public comments’ section of the agenda on the expansion of the magnet gifted and talented program.

 

Dr. Dale reviewed the heat and humidity alert provided to all coaches and others involved in extra-curricular activities.

 

Mrs. Smith noted that the system has started off the school year with the Summer Institute.  She said that the public was invited to attend all three keynote addresses and spoke of the two outstanding presentations given yesterday and today.  She encouraged community participation in tomorrow’s event.

 

Mrs. Naylor said that her thoughts are with the parents and the children as they begin the school year, and she hopes the school year will be successful for them.
