Temporary Assignment:

 

A SUPPORT EMPLOYEE TEMPORARILY ASSIGNED TO A HIGHER PAYING POSITION FOR MORE THAN TEN (10) CONSECUTIVE DAYS WILL BE PAID AT THE HIGHER RATE RETROACTIVE TO DAY ONE (1) OF THE ASSIGNMENT UNTIL THE TEMPORARY ASSIGNMENT ENDS

 

 

Salary:

 

 

1.5% increase to existing FASSE pay scale

 

Wage/Salary Study:

 

FASSE AND THE BOARD OF EDUCATION AGREE TO JOINTLY DEVISE A TASK FORCE TO SOLICIT AND REVIEW PROPOSALS FOR AN OUTSIDE CONSULTANT TO PERFORM A WAGE/SALARY STUDY OF THE EXISTING FASSE PAY SCALE.  FASSE AND THE BOARD OF EDUCATION WILL JOINTLY REVIEW THE RECOMMENDATIONS OF THE REPORT PRIOR TO RECOMMENDING IMPLEMENTATION.  PROPOSALS WILL BE REQUESTED BY OCTOBER 1, 2002, WITH AN ANTICIPATED REPORT BY JANUARY 1, 2003.

 

 

Building Checks:

 

   ALL SCHOOLS THAT HAVE WEEKEND ACTIVITIES OCCURRING THAT REQUIRE A CUSTODIAN TO BE ON DUTY, WILL USE THAT DESIGNATED CUSTODIAN TO BE RESPONSIBLE AS PART OF THE BUILDING CHECKS DURING THE WEEKEND ACTIVITY.  IF THERE ARE NO WEEKEND ACTIVITIES AT THE SCHOOL, PRINCIPAL SHALL REFER TO LANGUAGE IN SECTION 4.2 WHEN REQUIRING A BUILDING CHECK.

 


 

 

Custodial Shift Differential:

 

1.      FCPS BENEFITED CUSTODIANS REGULARLY SCHEDULED TO WORK DURING THE HOURS OF A QUALIFYING SHIFT SHALL BE PAID A SHIFT DIFFERENTIAL.

 

2.      A QUALIFYING SHIFT MEANS A PERMANENT FULL-TIME OR PERMANENT PART-TIME SHIFT THAT STARTS BETWEEN DESIGNATED TIME PERIODS OF 2:00 P.M. AND 1:00 A.M.

 

3.      A QUALIFYING SHIFT SHOULD NOT BE CONFUSED WITH A CUSTODIAN’S WORK SCHEDULE, WHICH IS DEFINED AS THE ACTUAL HOURS A CUSTODIAN IS SCHEDULED TO WORK.

 

4.      THE FOLLOWING WORK SCHEDULES ARE DEFINED AS QUALIFYING FOR SHIFT DIFFERENTIAL BECAUSE THEY FALL WITHIN THE DESIGNATED TIME PERIODS OF A QUALIFYING SHIFT.

    

·   CUSTODIANS WHO WORK A SECOND OR THIRD SHIFT FOR 10 MONTHS BUT TRANSFER TO THE FIRST SHIFT DURING THE SUMMER.

 

·   SECOND SHIFTS THAT START AT OR AFTER 2:00 P.M. WILL BE PAID A SHIFT DIFFERENTIAL OF $260 PER FISCAL YEAR DIVIDED INTO 24 PAY PERIODS.

 

·   THIRD SHIFTS THAT START AT OR AFTER 10:00 P.M. WILL BE PAID A SHIFT DIFFERENTIAL OF $347 PER FISCAL YEAR DIVIDED INTO 24 PAY PERIODS.

 

5. A CUSTODIAN WHO CONTINUES TO WORK THE SECOND OR THIRD SHIFT DURING THE SUMMER VACATION MONTHS OF JUNE, JULY, AND AUGUST WILL BE COMPENSATED AT A SHIFT DIFFERENTIAL RATE OF $312 EACH FISCAL YEAR FOR SECOND SHIFT AND $416 EACH FISCAL YEAR FOR THIRD SHIFT.  THE SHIFT DIFFERENTIAL COMPENSATION WILL BE DIVIDED OVER 24 PAY PERIODS.

 

6. FCPS WILL NOT PAY A SHIFT DIFFERENTIAL FOR A CUSTODIAN WHOSE WORK SCHEDULE DOES NOT START WITHIN THE DESIGNATED TIME PERIODS OF THE QUALIFYING SHIFT.

 

7. A CUSTODIAN WHO WORKS THE SECOND SHIFT AND IS PAID A SHIFT DIFFERENTIAL WILL CONTINUE TO BE PAID THE SAME SHIFT DIFFERENTIAL EVEN IF THE WORK SCHEDULE EXTENDS INTO THE THIRD SHIFT, WHICH IS PAID AT A HIGHER SHIFT DIFFERENTIAL.

 

8.* IF A CUSTODIAN IS ASSIGNED TO SECOND OR THIRD SHIFT AND IT IS NOT THEIR REGULARLY SCHEDULED SHIFT, IN ORDER TO RECEIVE A SHIFT DIFFERENTIAL, SAID CUSTODIAN MUST WORK SECOND OR THIRD SHIFT TEN (10) CONSECUTIVE WORKDAYS AND COMPEN-SATION WILL BE RETROACTIVE TO THE FIRST DAY OF THE ASSIGNMENT.  THIS PAYMENT WILL BE PROCESSED BY THE HUMAN RESOURCE OFFICE.

 

 


 

Sick Leave Bank

 

…Leave grants from the Bank will be made in units of not more than twenty (20) days and will not exceed ONE HUNDRED (100) days in any fiscal year… Maximum during any two consecutive fiscal years is TWO HUNDRED (200) DAYS.

 

 

Instructional Assistants

 

The Board and FASSE agree that instructional assistants should only be requested to provide class coverage after the school has been unsuccessful in securing a substitute. EXCEPT FOR ASSISTANTS WHO REGULARLY COVER CLASSES DURING INDIVIDUALIZED EDUCATION PROGRAM (IEP) TEAM MEETINGS, full-time instructional assistants who are requested to substitute in the school will be compensated a stipend of $40.00 if required to cover classes for ½ day or more.  Where practical, allocation will be offered on a rotational basis within each school.

 

Uniforms:

 

The Board will provide uniforms, at no cost, to maintenance,  FLEET MAINTENANCE, AND WAREHOUSE staff who are required to wear uniforms during their workday.

 


 

Bus Assistants:

 

Bus Drivers/ASSISTANTS

 

A.   Bus drivers may eat or drink on buses only when students are absent.

B.  The requirements necessary to qualify for the driver/ASSISTANT  award program shall be given to each bus driver/ASSISTANT at the beginning of the school year. Upon request, drivers/ASSISTANTS can review their driver award program  TALLY sheets.

C.  Bus drivers /ASSISTANTS will receive COMPENSATION AT THEIR CURRENT RATE FOR ADDITIONAL TIME WORKED for the following required duties:

      1.   Early closing:   elementary inservice

            (three (3) hours at present step)

2.    Parent conferences:   elementary

                (six (6) hours at present step)

3.  School bus drivers’ inservice

                 (six (6) hours at present step)

D.  Bus drivers will receive stipends as indicated below, per bus, paid in two (2) equal payments in DECEMBER and June for the following required duties:

      1.     Bringing buses to inspection

      2.     Bringing buses in for service or repair.

      3.     Completing monthly route manifests.

      4.     Fueling the bus.

      5.     Maintaining cleanliness of the bus, both interior and, weather permitting, exterior.

6.       Making written and oral reports to  supervisors and/or school administration staff.

7.       Participating in school/parent/transportation

                 conference.

8.       Other reasonable duties that are an ancillary

                  part of the bus service.

 

 

E.  Drivers hired/TERMINATED after the beginning of the school year will have their payments prorated based on the days actually worked in each of the appropriate time periods.

F.    Effective July 1, 1998, those required to have random drug and/or alcohol testing will be compensated for one (1) hour of the hourly rate. Tests requiring more than one (1) hour will be reviewed on a case-by-case basis.  Payment will be made only two (2) times a year in January and June.  Drivers required to use their own transportation to get to the test will be reimbursed mileage at the current IRS rate as of July 1 of that year.

G.   BUS ASSISTANTS WILL RECEIVE STIPENDS AS INDICATED BELOW, PER BUS, PAID IN TWO (2) EQUAL PAYMENTS IN DECEMBER AND JUNE FOR THE FOLLOWING REQUIRED DUTIES:

Health Insurance:

 

THE BOARD WILL ASSUME FULL RESPONSIBILITY FOR ANY SHORTFALL DURING 2002-03 BETWEEN THE REVENUES RECEIVED FOR PREMIUMS FOR HEALTH INSURANCE AND BENEFITS PAID DUE TO CLAIMS IN THAT SAME PERIOD.  THE BOARD AND FASSE AGREE TO IMPLEMENT, BEGINNING JULY 1, 2002, THE COPAYMENTS, DEDUCTIBLES, AND OUT-OF-POCKET MAXIMUMS REQUIRED UNDER THE CARE FIRST MEDICAL PROGRAM AS FOLLOWS:

Acting Administrators:

 

A TEACHER SERVING AS AN ACTING ADMINISTRATOR FOR MORE THAN ONE DAY SHALL BE PAID AN ADDITIONAL $40.00 PER DAY.  IF A TEACHER SERVES IN AN ACTING ADMINISTRATOR CAPACITY FOR MORE THAN TEN (10) CONSECUTIVE DAYS, THE TEACHER WILL BE PAID AN ADDITIONAL $40.00 PER DAY OR THE APPROPRIATE PER DIEM RATE OF PAY FOR THAT POSITION ON THE A&S SALARY SCHEDULE, WHICHEVER IS GREATER.

 


 

Salary:

 

 

 The ten-month, eleven-month, and twelve-month teacher salary schedules for the 2002-03 school year will be increased by 1.5%.  The administrative and supervisory salary schedule for the 2002-2003 school year will be increased by 1.5%.

 

 

Compensation:

 

RENOVATION / NEW BUILDING

 

1.    RENOVATION

 

RECOGNIZING THAT EVERY RENOVATION PROJECT IS UNIQUE IN SCOPE WHEN A SCHOOL IS INVOLVED IN A MAJOR RENOVATON THAT IMPACTS A MAJOR INSTRUCTIONAL AREA(S) , THE SCHOOL LEADERSHIP TEAM MAY REQUEST ADDITIONAL PER DIEM DAY(S) FROM THE APPROPRIATE ASSOCIATE SUPERINTENDENT TO MOVE TO A NEW LOCATION.  THE NUMBER OF SCHEDULING DAYS NEEDED WILL BE DETERMINED BY THE CONSTRUCTION TIMELINE, AREA OF THE BUILDING BEING REOVATED, HOW THE RENOVATION IMPACTS INSTRUCTION, AND THE SPECIFIC NEEDS OF THE PROJECT.

 

2.    NEW BUILDING

 

WHEN A NEW SCHOOL BUILDING IS BEING BUILT AND A NEW STAFF HAS BEEN HIRED, THE STAFF WILL BE GIVEN FIVE (5) ADDITIONAL PER DIEM DAYS DEDICATED TO MOVING INTO AND SETTING UP CLASSROOMS, FACILITIES SPECIFIC TRAINNG, TEAM BUILDING, AS WELL AS APPROPRIATE STAFF DEVELOPMENT AS DETERMINED BY THE SCHOOL LEADERSHIP TEAM.  IF THERE IS A REQUEST FOR ADDITIONA DAYS BEYOND THE FIVE (5) ALLOTTED, THE REQUEST MUST BE APPROVED BY THE APPROPRIATE ASSOCIATE SUPERINTENDENT.          

            

 

School Closing:

 

 WHEN A FEEDER PATTERN OR INDIVIDUAL SCHOOL IS CLOSED AND THE REST OF THE SYSTEM REMAINS OPEN, STAFF IS EXPECTED TO REPORT TO WORK WHEN CONDITIONS ARE SAFE.  THE PRINCIPAL MAY WORK OUT ALTERNATIVE PLANS FOR THOSE WHO ARE UNABLE TO GET TO SCHOOL SAFELY, WHICH MAY INCLUDE WORKING AT AN ALTERNATIVE LOCATION OR MAKING UP THE HOURS AT A DIFFERENT TIME.

 


 

 

Observations/

Observations

 

Tenured teachers shall be observed by the principal or assistant principal a minimum of ONCE PER YEAR SUBSEQUENT TO SEPTEMBER 15.  OBSERVATIONS WILL NOT OCCUR DURING THE LAST TEN (10) STUDENT DAYS OF THE SCHOOL YEAR.  Except in an emergency, observations shall not be made the day before or after Thanksgiving, Winter or Spring Break, or on conference days.

 

EMPLOYEES WHO HAVE HAD AT LEAST THREE (3) YEARS OF SUCCESSFUL EXPERIENCE WITH FREDERICK COUNTY PUBLIC SCHOOLS AND ARE REHIRED AFTER THEY HAVE RETIRED FROM FREDERICK COUNTY PUBLIC SCHOOLS SHALL BE OBSERVED A MINIMUM OF ONCE PER YEAR.

 

Evaluations

 

EMPLOYEES WHO HAVE HAD AT LEAST THREE (3) YEARS OF SUCCESSFUL SERVICE WITH FREDERICK COUNTY PUBLIC SCHOOLS AND ARE REHIRED AFTER THEY HAVE RETIRED FROM  FREDERICK COUNTY PUBLIC SCHOOLS SHALL BE EVALUATED AT LEAST ONE (1) TIME ANNUALLY.
