Section 103   SUPERINTENDENT

 

 

103.1    Duties

 

The superintendent shall be the executive officer, the secretary, and treasurer of the board.  He, or his designated representative, shall attend all meetings of the board and of its committees, except when his own tenure, salary, or the administration of his office are under consideration, and shall have the right to advise on any question under consideration, but shall have no right to vote.

 

The superintendent shall serve as the chief executive officer of the system.  He shall utilize his best efforts to achieve the goals and vision specified by the board, and shall manage the system in accordance with board policies.

 

103.2   Appointment and Term

 

The board shall select and retain the superintendent under contract in accordance with Maryland law. The contract shall provide for a 4- year term.  An incumbent superintendent must be reappointed or notified of non‑reappointment during the month of February prior to the termination of his four‑year appointment..  If the board decides to reappoint the incumbent Superintendent, the board shall take final action at a public meeting no later than March 1 of that year.  No person shall be eligible for appointment as superin­tendent unless such person is eligible for a certificate issued by the state superintendent of schools.  The appoint­ment of the superintendent will not be valid without the written approval of the state superintendent of schools.  The compensation, job description and duties of the superintendent shall be determined by the board.

 

103.3 Evaluation

 

The board shall conduct a written evaluation of the superintendent annually at a time designated by the president of the board.
